The development company plans to host a virtual community meeting to talk about the demolition of the remaining seven-story structure at the old Crawford coal plant site.

The latest demolition work comes after Hilco contractor Heneghan Wrecking completed demolition of the turbine building last week, which the city also called an imminent threat.

As part of the ordinance, set to be introduced Wednesday, the city will require implosion applicants to notify residents within 1,000 feet, post a large sign and hold public meetings.

After a dust cloud descended on Little Village, city officials said a few bricks would be removed at a time when demolition resumed. But new video shows large parts of the building being torn out.

Mayor Lori Lightfoot indefinitely stopped work at the site after an April 11 implosion covered Little Village homes in a cloud of dust.

A structurally unsound turbine building is dangerous and needs to come down, Department of Buildings Commissioner Judith Frydland said.

After it was revealed the city issued the building permit despite a stop work order, the city first said their hands were tied. Then they changed their story.

Despite telling neighbors work is indefinitely halted at the site after a botched demolition, the city issued a $40 million building permit to developer Hilco Tuesday.

At the same time, Mayor Lightfoot acknowledged the city "should have done a better job" last week. "We're trying to address that shortcoming now."

Neighbors were blindsided when work began at the site Thursday with no notice — just one month after a demolition at the site covered Little Village in dust.

Demolition work began Thursday, city officials said. Ald. Michael Rodriguez said he was notified the same day. “[I have] no reason to have faith in Hilco to get this done right.”

The meeting is hosted by the Little Village Environmental Justice Organization, an environmental group urging developer Hilco to abandon the site.

The latest fine comes after the developer was fined for the botched smokestack implosion that covered Little Village in dust. Contractors have been cited twice for blowing dust.

The state's top prosecutor says the company did not take steps "to protect the community from air pollution and compromised air quality" after the implosion covered the neighborhood in dust.

City officials believe the test results show there is no apparent health risk to Little Village neighbors.

The city is even looking at revoking licenses for Hilco's subcontractor, MCM Management Corp., so it couldn't work here.

A Hilco affiliate, contractor MCM Management Corp. and partners were hit with $3.75 million in environmental violations in Maryland.

Hilco Redevelopment Partners faces two lawsuits from several neighbors, including one woman with asthma who is afraid to leave her home.

Samples were collected by the city's Department of Health after a demolition gone wrong blanketed homes in a cloud of dust. Testing is ongoing.
