WEST LOOP — A small addition to a Fulton Market office building could bring eight new apartments to the neighborhood.
The brothers behind Celeste, a popular River North nightlife spot, are looking to add two floors of apartments to an existing office building at 159-167 N. Racine Ave.
Rafid, Nader and Fadi Hindo are looking to change the zoning code at the office building from C1-2 to a DX-5, which would allow for the addition of eight apartments in a two-floor addition built on top of the current building.
Plans for the expansion were shared Monday night at a virtual community meeting hosted by the West Central Association.
The Hindo brothers intend to add a mix of one-, two- and three-bedroom apartments. The proposal would include a shared rooftop deck for residents and office tenants. No affordable housing is included in the plan since it does not meet the 10-unit minimum for the city’s Affordable Requirements Ordinance.

Additionally, there will be 50 bike parking spots and zero parking for cars. Because the proposal is an addition and not new ground-up construction, there is no opportunity to add parking, said Thomas Raines, an attorney for the developers.
The zoning change needs to be approved by the City Council Committee on Zoning, Landmarks and Building Standards before the Hindo brothers can move forward with permitting for the project.
If approved by the end of the year, Raines predicted construction would break ground in the spring.
